Don’t miss the new Workforce Planning Team incentives!

Fiscal year 2023 (FY23) Workforce Planning Team (WPT) incentives have been announced — and you don’t want to miss them. Every year, WPTs use data and analysis to assess the service’s recruitment, retention, and assignment needs to ensure that the Coast Guard maintains its readiness and ability to meet new challenges. 
 
The active duty and reserve interventions are listed below. Please see the recent WPT announcements for the full terms and eligibility conditions. 
 
Active duty enlisted interventions 
The non-monetary interventions for FY23 include: 

  • Receiving service wide exam points for highly skilled and qualified people; 
  • Attaining direct and guaranteed A-schools for critical and stressed rates; 
  • Placing the following ratings on the open rate list (ORL):  
  • Intelligence specialist at the E-6 rank (IS1);  
  • All ratings in paygrades E-4 and E-5 except diver (DV) and musician (MU); 
  • Opening extended active duty (EAD) contracts for reserve members in paygrades E-4 and E-5 in all ratings except DV and MU;  
  • Evaluating opportunities for active duty enlisted to participate in the Career Intermission Program; and 
  • Supporting suspension of the High Year Tenure (HYT) Policy. 

The monetary interventions for FY23 include: 

  • Recruit enlistment bonuses (EB) for non-rates, prior service members, quick ship enlistments, and college credits; 
  • Creating EB for culinary specialist (CS), electrician’s mate (EM), electronics technician (ET), gunner’s mate (GM), and operations specialist (OS); 
  • Unveiling a new EB that enables members in the CS rating to submit a change in rating (CIR) after two years; 
  • Supporting a loan repayment program for new recruits; 
  • Offering selective reenlistment bonuses (SRB) for boatswain's mate (BM) and CS. This includes an SRB for members in the CS rating who transfer from the individual ready reserve (IRR) to active duty; 
  • Offering critical skills training bonuses (CSTB) for CS, EM, ET, GM, OS, and completion of the BM rating apprenticeship program;  
  • Providing critical skills retention bonuses (CSRB) for aviation survival technician (AST), BM, and Cyber. 

Active duty officer interventions 
The non-monetary interventions for FY23 include: 

  • Extending the outside the continental United States (OCONUS) elective tour length policy to three year OCONUS officer aviation assignments; 
  • Offering assignment preference for O-4 and below (not in zone for O-5) aviators with less than 25 years time-in-service and a current Coast Guard aircraft commander designation;  
  • Offering an airframe transition for O-4 and below aviators;  
  • Evaluating opportunities for active duty officers to participate in the Career Intermission Program; and 
  • Support for notifying direct commission lawyers (DCL) and direct commission officers (DCO) applicants of their selection at the earliest opportunity. 

The monetary interventions for FY23 include: 

O-3/O-4 operations officers afloat and executive officers/department heads afloat; 

  • Naval engineering officers;  
  • Cyber officers; 
  • Fixed-wing and rotary-wing aviators; 
  • Coast Guard judge advocates; and  
  • Marine casualty investigators. 

Reserve Component interventions 
The monetary interventions for reserve members in FY23 include: 

  • Recruit enlistment bonus; 
  • Affiliation bonus for select Port Security Units (PSUs) and districts; 
  • Assignment bonuses for PSUs; and 
  • Assignment bonuses for physician assistants.
