William Kelly, the U.S. Coast Guard Academy superintendent, signs a memorandum of understanding with University of Massachusetts Chancellor, Marcelo Orozco, as part of the U.S. Coast Guard Academy’s Scholars Pilot program in Boston, January 28, 2022.
