Military members no longer reimbursed for travel or granted administrative leave to obtain an abortion

Coast Guard military members will no longer be reimbursed for travel related to obtaining an abortion in order to comply with Presidential Executive Order 14182, enforcing the Hyde Amendment

Additionally, members will no longer be granted administrative leave—either to get an abortion or to accompany a dual-military spouse or a dependent child getting an abortion. 

The policy changes for travel are published in the Joint Travel Regulations (JTR). Going forward, travel reimbursement and administrative absence are allowed for four procedures that fall under Non-Covered Assisted Reproductive Technology (ART), in accordance with the Hyde Amendment. 

The approved procedures are:  

  • Ovarian stimulation and egg retrieval, including any needed medications and procedures required for retrieval, processing and utilization for ART or cryopreservation. 
  • Sperm collection and processing for ART or cryopreservation. 
  • Intrauterine insemination (IUI) 
  • In vitro fertilization (IVF) 

For any of the approved procedures, military members must request administrative leave in advance. They may need to disclose some minimal amount of health care information for the Commanding Officer to authorize the absence.  

The period of absence will be up to 21 days per request. It will be limited to the number of days needed to access care by the most expeditious means available. 

The administrative leave will be granted without loss of pay or earned leave.
