Call for Volunteers: Shape the Future of Coast Guard Culture on the SAPRR Committee

Sexual assault is a violation of the trust and values that define our service. Combating this crime and the behaviors that enable it is both a mission imperative and a moral duty for every member of the Coast Guard. 

To frame our unified efforts, the Commandant recently signed the SAPRR Strategic Plan and issued Action Order 26-01, making this a top priority for the service. To drive the Strategy lines of effort at every level, the Vice Commandant has chartered the Coast Guard SAPRR Committee. 

This initiative is not the responsibility of a single program—it is a whole-of-service effort. We cannot succeed without your help. 
 

The Mission of the Working Groups 

The SAPRR Committee is seeking our best and brightest minds from across the enterprise to volunteer for its working groups. The committee's work is organized under five critical lines of effort. Volunteers will have the opportunity to lend their expertise, passion, and perspective to ensure we are meeting the following outcomes: 

  • Prevention: Proactively build a service-wide climate of dignity and respect. 

  • Response: Deliver immediate, trauma-informed, and survivor-centered support. 

  • Recovery: Provide seamless access to expert medical, mental health, and legal care. 

  • Accountability: Ensure accountability for offenders and for leaders who fail in their duty. 

  • Data: Build and maintain an audit-ready data infrastructure to drive decision-making. 


Leadership Support for Your Participation 

This is an enterprise-level effort that requires an enterprise-level commitment.  

Rear Adm. Charles E. Fosse, Deputy Commandant for Personnel, has explicitly asked all leaders and managers to support this initiative by giving their personnel the time and flexibility to dedicate their talents to this vital mission.
