The U.S. Coast Guard has released a new mobile application that digitizes the Incident Management Handbook (IMH), giving responders instant, offline access to crucial emergency protocols.
The 2025 mobile Incident Management Handbook (mIMH) app is now available for all iOS and android devices. Developed by the Office of Emergency Management (CG-OEM) and the Office of Rapid Response and Prototyping (RAPTOR), the app may be used in addition to the traditional physical handbook as an interactive digital tool, designed to speed up coordination and reduce operational friction during complex, multi-agency emergency responses.
The free app is available to the public and interagency partners in both the Google Marketplace and Apple App stores. Coast Guard members may also download it to government-issued devices via the mobile device management catalog. The app operates entirely offline and does not require a login or Common Access Card (CAC).

Digital job aids and forms: Interactive forms that can be completed within the app, securely exported via email or wirelessly printed. To protect privacy, no form data is permanently stored on the device.
As this is the initial Version 1.0 release, the development team is relying on user feedback to make ongoing updates and add new features. Version 2.0 should be available early September 2026. CG-OEM and RAPTOR encourage users to test the app during exercises and daily operations and report any bugs, outdated information, or desired features.
Feedback can be submitted directly through the app's settings menu, which will automatically draft an email to the development team. Coast Guard personnel can also provide input by completing the post-release online survey.
