Coast Guard to establish formal military career pathways in Contracting & Acquisition

The Coast Guard is working to establish formal military career pathways in Contracting and Acquisition (C&A) to help improve the speed, accountability, and effectiveness of how we buy equipment and services. 

While military members have long played a vital role in C&A, there has not been a dedicated career structure for those who have both operational exposure and desire to grow into their roles as C&A professionals.  

Standardizing training and career progression would allow the Coast Guard to build a highly trained, identifiable military workforce to help buy, equip, and sustain the tools our members need to execute missions. 

The move is a key part of the Force Design initiative to modernize the Service.  

Proposed pathways and timeline 

The new framework establishes three distinct military pathways closely aligned with the federal civilian GS-1102 contracting series to ensure professional parity and unified standards. (Note: This proposal is currently undergoing review and must be adjudicated and approved before any changes are implemented): 

  • Officer pathway (Targeting Calendar Year 2026 to support 2027 transfer season): This pathway captures existing talent under four distinct subspecialties, including Contract Specialist (KS), Contracting Officer Representative (COR), Program Manager (PM), and Systems Lifecycle Specialist (SLS). It is designed to formalize career progression and better equip officers to manage major Coast Guard assets throughout their lifecycles. 

  • Enlisted pathway (Targeting Calendar Year 2027 to support 2028 transfer season): This pathway moves away from informal training and establishes a visible, repeatable route for enlisted members executing critical field-level and operational contracting. It provides structured, foundational training and ensures career experience is consistently quantified. 

  • Chief Warrant Officer pathway (Targeting Calendar Year 2027 to support 2028 transfer season): Designed for technical experts, this specialty builds a track for highly experienced members who can provide long-term continuity, mentorship to junior personnel, and critical C&A advice to commands.

This change is a major win for career transparency and professional development. For years, members working in C&A had to rely on chance assignments, local mentorship, or individual initiative to build their skills. Under this new framework, you will have a visible, repeatable roadmap for training, certification, and advancement. Your hard work and specialized experience will be formally recognized, valued, and integrated into a unified advancement framework, putting your military credentials on par with civilian standards. 

Furthermore, professionalizing this field directly enables our operational success. C&A is not just administrative paperwork; it is the vital mechanism that gets cutters repaired, aircraft upgraded, and critical supplies delivered to the field at the speed of need. By establishing a dedicated, highly trained military acquisition workforce, the Coast Guard ensures that our operators have the reliable equipment and robust logistics support necessary to execute their missions safely and effectively.

While the program undergoes final adjudication and approval, affected members and supervisors can take proactive steps:
