Coast Guard modernizes and consolidates officer personnel policy instructions

The Coast Guard released a comprehensive update to several major instructions governing officer personnel policy. This is the first major rewrite of the officer personnel policy instructions since 2011. This update incorporates over 40 legacy ALCOASTs and includes major changes to align with U.S. Code. Over a four-year review, the Service achieved a 41% reduction in policy volume. 

The new edition of the Officer Accessions, Evaluations, and Promotions instruction (COMDTINST 1000.3B) – often referred to as OAEP – replaces a 15-year-old framework, consolidating multiple policies to reduce administrative burdens and streamline career progression.  

Affected Instructions 

• Officer Accessions, Evaluations, and Promotions (COMDTINST 1000.3B) – Completely overhauled.  

• Recoupment of Advanced Education Benefits (COMDTINST 1560.3A) – Completely re-written.   

• Appointing Warrant Officers (COMDTINST 1420.1) – Incorporated into the OAEP and is now cancelled.  

• Reserve Policy Manual (COMDTINST 1001.28E) – The reserve promotion policy was removed and placed in the OAEP as part of a planned disestablishment of the Reserve Policy Manual. 

• Documents Viewed by Officer Boards & Panels (COMDTINST 1410.2A) – Completely re-written to align with U.S. Code and the OAEP. Anticipated release of this Instruction is late-September 2026.  

The OAEP Key Updates Include 

Accessions 

• Mandatory integration policy includes Direct Commissioned Officers (DCOs), except for Critically Trained Officers. 

• Provisional Reserve Component Manager (RCM) designation updated to increase the candidate pool. 

• Involuntary designation removal of RCMs was created to allow the Reserve Personnel Management (RPM) center to make appropriate personnel management decisions.  

• CWOs (W-2s) are required to attend the Chief Warrant Officer Professional Development (CWOPD) program within 18 months of their appointment to W-2.  

Evaluations 

• Inactive Duty Promotion List (IDPL) officer evaluation schedules have been updated for Reserve members leaving active duty. 

• Optional use of the Continuity OER was expanded to account for eligible officers in terminal grades, as well as eligible W-4s, and officers with an approved retirement letter on file.  

• Junior officer policy allowing for optional non-judicial punishment (NJP) OERs has been clarified to exclude officers found to have committed substantiated covered misconduct.  

Promotions 

• Promotion opt-out policy was amended to state that officers approved for an “opt-out” status must retain their opt-out eligibility throughout the period to remain in an “opt-out” status.  

• CWO promotion time in grade (TIG) requirements were reduced to account for new policy authorizing in-zone reordering (IZR) and below zone selection (BZS) for CWOs.  

• Credible adverse information was defined and added as required material that must be provided to promotion selection boards. More details regarding adverse information will be provided in the updated Documents Viewed by Officer Boards & Panels Instruction (COMDTINST 1410.2A) coming soon.  

Changes to the Recoupment of Advanced Education Benefits Instruction  

The cadet recoupment policy has been removed from the OAEP and placed it in the coming Recoupment of Advanced Education Benefits Instruction. Other changes to expect include the required calculation used to determine monetary recoupment for cadets and other cadet-centric changes.  

Review New Policies & Discard Old Policies  

All commands are encouraged to review all new policies and ensure widest dissemination. Ensure you are no longer referencing cancelled or outdated instructions, to include legacy ALCOASTs that have now been incorporated into the OAEP.
