Coast Guard expands limited award issuing authority to all unit commanders

All commanding officers and officers-in-charge can now award Commandant’s Letter of Commendation Ribbons and Coast Guard Meritorious Team Commendation awards.

The U.S. Revenue Cutter Service (USRCS), predecessor to the United States Coast Guard (USCG), utilized both free and enslaved Black people, and restricted their roles to cooks, stewards and seamen.
