Please visit the DHS site to view all of the programs you may be interested in. Unfortunately, the Joint Mission Fellows Program is very close to submission so you will have to submit your application directly to the DHS office on the form. However, for the rest of the programs, please send your applications to the CCMT, and they will help you submit the best application possible.
“The DHS Academic Programs will help foster U.S. Coast Guard civilian and military employees’ development of professional growth,” said Mark D. Denis, Program Manager for DHS Academic Programs. “Additionally, the students will acquire advanced technical knowledge and training and gain exposure to and experience handling complex workforce challenges.”
Programs available:
- DHS Joint Mission Fellows Program (JMFP) – Spring 2021
- The Department of Homeland Security Joint Mission Fellows Program (JMFP) is an online program that builds a cadre of mid-level leaders with formal mission skills, qualifications, and experience. Fellows participate in a six-month developmental program to inculcate national strategic and operational planning skills and knowledge. The JMFP advances national and homeland security objectives, while building core leadership methods and techniques, with an emphasis on leadership in crises, ethical, scientifically supported, critical analyses and decision-making. The program surveys important events in American military, political, economic, and social history that continue to shape our democracy today. Fellows will be selected from GS-11 (Military O-3/E5) to GS-13 (Military O-4/E6) grades, in all job series, who meet all program requirements. JMFP is delivered entirely online and tuition, books and fees are funded by the DHS Office of the Chief Human Capital Officer. - Naval Postgraduate School (NPS) – Center for Homeland Defense and Security (CHDS) Master’s Degree Program (Fall Cohort)
- The NPS CHDS Master’s Degree program focuses on building collaboration among local, tribal, state, and federal leaders who develop strategies, plans, and programs to prepare and respond to national security threats and catastrophic events. This is an 18-month program that requires two weeks of residency per quarter, with the remainder of the work completed online. This degree is fully funded by a FEMA grant. NOTE: If the in-residences are not able to be held due to COVID-19, they will be conducted through remote learning.

- Naval Postgraduate School (NPS) – Center for Homeland Defense and Security (CHDS) Emergence Program (Fall Cohort)
- The Emergence Program is a unique opportunity for homeland security/public safety professionals who are in the early stage (three to 10 years) of their career. The program provides an educational forum and innovation lab for participants to explore “emerging” trends in the world around us (e.g., technology, social, and terrorism). Participants will discuss both the challenges associated with these complex trends as well as the opportunities to rethink how we protect our communities and the nation. In addition, program sessions will assist participants in “emergence” strategies for implementing innovative ideas, being a leader, and for a successful homeland security career. Participants will attend two one-week sessions over six months with approximately two months of online work prior to both week one and week two. Both sessions are held at the Naval Postgraduate School in Monterey, California. This program is fully funded by a FEMA grant. NOTE: If the in-residences are not able to be held due to COVID-19, they will be conducted through remote learning.

- Naval Postgraduate School (NPS) – Center for Homeland Defense and Security (CHDS) Executive Leaders Program (Fall Cohort)
- The Executive Leaders Program provides a unique educational opportunity for senior-level homeland security/public safety leaders who are at the forefront of the Nation’s homeland security mission. This non-degree, graduate-level educational program meets the immediate and long-term needs of leaders responsible for homeland security/public safety by bringing together a variety of disciplines and jurisdictions into one room. Each class consists of a diverse group of federal, state, local, territorial, tribal, and private sector leaders who become enhanced decision-makers and innovative collaborators. Participants learn from each other by discussing relevant issues and complex problems while developing policies and strategies to enhance their organization or agency’s homeland security/public safety mission. The Executive Leaders Program consists of four one-week in-residence sessions over a 12-month period. Each of the four sessions is conducted at the CHDS campus in Monterey, California. This program is fully funded by a FEMA grant. NOTE: If the in-residences are not able to be held due to COVID-19, they will be conducted through remote learning.

- Defense Civilian Emerging Leader Program (DCELP) – This announcement is for the 2022 Cohorts
- The Defense Civilian Emerging Leader Program (DCELP) provides training to the next generation of Department of Defense (DoD) and U.S. Federal interagency leaders. DCELP fills a critical need by enabling the DoD and interagency partners to focus on leader development at the entry and emerging leader level of the civilian workforce. Leadership development at this level establishes a baseline for further growth and development for the participant as leadership responsibilities increase. DCELP builds on the competencies generally required for the Lead Self, Lead Teams/Projects, and Lead People levels of the DoD Civilian Leader Continuum and supports the DoD Civilian Leader Development Framework. NOTE: If the in-residences are not able to be held due to COVID-19, they will be conducted through remote learning.
