Get your PPM claims paid faster with FINCEN’s new application

By Kyle Ford, MyCG, Senior Writer

If you’re doing a Personally Procured Move (PPM), the finance center (FINCEN) has made submitting your claim much easier.

Previously, you would have mailed in hard copies of all your supporting documents. Now you just upload them. To use the application, visit the PPM Claims Request Application on CG Portal. Then click the “Submit & View Claims” button.

The new app allows you to transmit your documents, provide any information FINCEN requests, and track your claim throughout the process.(It’s now the only way to submit your claim, unless you have an exception.)

Before submitting your claim, pull up the PPM Field User Quick Reference Guide: USCG FINCEN - PPM Field User Quick Reference Guide v1.0S_20230404v2.pdf - All Documents (sharepoint-mil.us). You can also find the user guide on FINCEN’s SharePoint site under “PPM Support Documents” on the bottom right corner of the page.

If you are navigating to the link via FINCEN’s SharePoint secure portal, the PPM Field User Quick Reference Guide can be found in the “PPM Support Documents” block on the bottom right corner of the screen.

Submitting documents online is now mandatory except for those with an exception, such as retirees, people who don’t have a CAC (common access card), do not have access to Coast Guard SharePoint, and those with limited internet connectivity.

If you want to get paid for your move in a timely manner and have a successful submission, make sure you have the proper documents in the proper format to upload to the portal:

Before you leave, it is very important that your departing unit updates the estimated amount of your PPM from the Transportation Office into Direct Access. If you don’t do this in advance, it will delay your claims.

Once you have filled out all the information and uploaded all documents, click the “Submit Request” button. If the submission was successful, you will receive an email from FIN-SMB-Webteam@uscg.mil that summarizes your key information and includes a link to the PPM Claims Request application to track the request. If your claim needs more information, you will receive an email requesting more information.

You can review the Coast Guard’s PPM Claims Application V1.0 Quick Reference Guide for detailed instructions on the portal.

What is a PPM Move?

The PPM program (formerly Do-it-Yourself (DITY) Move) gives members the option to move their own HHG. Payments are based on the Government Constructed Cost (GCC) by using a “Best Value” methodology and the actual HHG weight up to your maximum weight allowance. This means that you will only be paid for what it would have cost the government to move the weight of your HHG.

If you plan to complete a PPM, please review the Coast Guard’s PPM Checklist. The checklist offers guidance on receiving accurate weight tickets (among other things), especially if you are towing a privately own vehicle (POV). Reminder: You are responsible for understanding your HHG entitlements and the PPM process.
