Potential changes to your PCS move

Hey Coast Guard! Big news about your upcoming PCS moves. The contract with HomeSafe Alliance (HSA) for household goods moves has been canceled, effective June 18, 2025. Here's what you need to know: 

What's Changed? 

  • No new move orders: Transportation offices will not be booking book new move task orders (MTOs) in MilMove. 
  • Re-booking required:  Any pending move request currently in MilMove must be rebooked in the Defense Personal Property System (DPS).   
  • Keep an Eye on Current Shipments: If your move is already in progress under the old contract, your transportation office will be watching it closely. If anything goes wrong (delays, etc.), contact USTRANSCOM J9 Operations ASAP at transcom.scott.tcj9.mbx-pp-ops@mail.mil

Important Reminders: 

  • HomeSafe is still liable for claims: Even though the contract is terminated, HomeSafe Alliance is still responsible for claims related to previous moves. 
  • Carriers can’t mess with your stuff: It's against the law (37 U.S.C. § 453) for carriers to hold your belongings hostage. If they threaten to do so, remind them of the law and immediately report it to USTRANSCOM J9 Quality Assurance at transcom.scott.tcj9.mbx.pp-perf@mail.mil, including the carrier's name and DOT number. 

Your move is affected – now what? 

  • Adjusting dates:  If your move is delayed, try to talk with your sending and receiving commands to adjust your report date (within 30 days). If that doesn't work, contact your detailer. 
  • Consider a "Personally Procured Move (PPM): If adjusting dates isn't possible, a PPM or "Do-It-Yourself" move might be a good option. There are two types. 
  • Member-elected PPM: You handle the move and get reimbursed 100% of what the government would have paid. You might get an advance, but the full payment comes after the move. 
  • Actual Cost Reimbursement (ACR): This is when government transportation isn't available, and you're approved to do a PPM. You can get reimbursed for the "actual cost", but you must get pre-approval from the Coast Guard. Check the Actual Cost Reimbursement (ACR) Reference Guide for more information. 

PPM Rate Updates: 

  • GHC rates (May 15 - Sept 30, 2025): 130% of current GHC rates. 
  • DPS Tender of Service (ToS) rates: 100% of the Government's "Best Value" cost. 
  • DPS PPMs: No changes - continue to use 100% of ToS rates. 

Housing Issues? 

If the delay messes with your housing (like your lease ends before your stuff arrives), your moving company must give you guidance on how to file an inconvenience claim before the dates pass. Make sure any claims are reasonable, you have receipts, and they're directly related to the hardship. Submit claims directly to your moving company.
